Directorates and Functions

This Directorate deals with the General Administration of the Commission in the areas of Workforce Planning, Administration and Human Resources, Establishment Matters, Employee Relations, and Learning and Development. It provides administrative support for the Commission and coordinates the activities of other Directorates to achieve the Commission’s goals. The Directorate is responsible for the general Management and maintenance of Assets, and Vehicles of the Commission.

This directorate is also responsible for overseeing all aspects of human resource management within the civil service. Its functions include recruitment, promotion, transfer, discipline, and welfare management of civil servants. It develops policies and guidelines to ensure fairness, transparency, and adherence to relevant regulations in all HR processes..

The Directorate handles matters relating to Appointments, Transfer of Service (Inter and Intra), Confirmation of Appointment, Advancement, Re-Designation, Regularization of Appointment, Change of Name and Next of Kin. It also deals with issues of Rights of Appeal arising from the decisions of the Commission. The Directorate also represents the Commission at all Personnel Management Board Meetings (PMB) in Ministries, Departments, and Agencies to ensure that PMBs are properly constituted and ensure strict adherence to due process.

The Directorate is saddled primarily with the responsibility of managing the Career of Officers on Grade Levels 07 and above in the Civil Service. It is responsible for the Promotion, Conversion, Advancement, Career Progression, Leave of Absence, and Regularization of Career of Civil Servants. The Directorate also represents the Commission at all Personnel Management Board Meetings (PMB) in Ministries, Departments, and Agencies to ensure that PMBs are properly constituted and to ensure strict adherence to due process.

This Directorate deals with Personnel Matters affecting Senior Officers on Grade Levels 07 and above on matters relating to Discipline and Exit in all Ministries, Departments, and Agencies (MDA). It also handles disciplinary matters such as Dismissal from Service, Termination of Appointment of Staff, and other related issues. The Directorate also represents the Commission at all Personnel Management Board Meetings (PMB) in Ministries, Departments, and Agencies to ensure that PMBs are properly constituted and strict adherence to due process is maintained.

The Directorate is a vital organ of the Civil Service Commission and can be referred to as the NUCLEUS of the Agency due to its statutory functions which include proper co-ordination of the proceedings and deliberations of the Commission as it affects the Career of Senior Civil Servants in the Mainstream Public Service.

In addition, it ensures effective circulation, implementation, and adequate storage of the decisions taken for future reference.

The Secretariat Directorate is also in charge of keeping the archives of the Commission through the Kalamazoo wherein collections of the Commission’s proceedings and decisions are kept which can be used as referrals for litigations and other needs.

The Administration and Finance Directorate oversees the financial and administrative functions of the Commission. It manages budgetary allocations, financial transactions, procurement processes, and general administrative operations. It ensures prudent financial management and accountability in line with government financial regulations and guidelines.
• The Directorate provides overall guidance and direction in the disbursement and utilization of funds
• It supervises and facilitates the Management of the Organization’s funds involves Expenditure Control, Maintenance of Vote Books, Voucher preparation, and disbursement of funds.
• It ensures the mobilization and Management of funds for use in achieving the strategic objectives of the Ministry.
• It ensures strict compliance with internal control systems, procedures, and Financial Regulations.
• The Directorate handles all account matters such as the processing of Staff Salaries, fringe benefits, and other financial activities.
• Creation of New Employees – Permanent, Temporary, and Contract on the Oracle Payroll

The Training and Development Directorate is tasked with designing and implementing training programs to enhance the skills, knowledge, and capabilities of civil servants. It identifies training needs, coordinates training sessions, and evaluates the effectiveness of training initiatives. Additionally, it fosters partnerships with training institutions to provide specialized training opportunities for civil servants.

This directorate is responsible for conducting research, gathering data, and analyzing statistics related to the civil service. It provides valuable insights to inform decision-making processes and strategic planning efforts. Additionally, it monitors key performance indicators and evaluates the impact of policies and programs implemented by the Commission.

The Legal Services Directorate provides legal advice and representation to the Commission on matters related to civil service administration. It reviews legal documents, interprets laws and regulations, and represents the Commission in legal proceedings. It ensures that all Commission activities are conducted in compliance with relevant laws and regulations.
